Prior to joining RWJF in 1995, Mr. Navarro worked for ten years managing community development programs, including the production of affordable housing projects and the growth of a community-owned credit union in Newark, New Jersey.
Mr. Navarro earned an MA in city and regional planning from Rutgers University and a BS in business administration from Seton Hall University.
