Rapidly Conveying and Learning the Spirit of the Central Enterprises Party Building Work Special Initiative Meeting

On January 5th, Chairman and Secretary of the MCC Party Committee Guo Wenqing held the First Enlarged Meeting of the Party Committee of 2016 to rapidly convey and learn the spirit of the 'Central Enterprises Party Building Work Special Initiative' meeting held by the Party Committee of SASAC. At the meeting, Guo Wenqing conveyed the important spirit of Director and Secretary of the SASAC Party Committee Zhang Yi's speech and deployed the work of conveying and learning the spirit and implementing the work accordingly.

In his speech, Zhang Yi emphasized that the Party building of central enterprises should be comprehensively enhanced and improved by deeply carrying out all central spirits and requirements so as to promote the organizations at all levels to undertake the responsibility of managing and controlling the Party, discipline, rules and supervision, raising the banner of reform and enhancing the working and entrepreneurial spirit of Party members and cadres. He required that the Party building responsibility system be made the starting point for constantly establishing the Party building work structure of tong secretary, secretary tong, tong group and group tong. It must be clearly understood that the Party organizations of enterprises shoulder the main responsibility of the work of Party building: establish solid and useful examination and evaluation methods in Party building; enhance the power of the work of Party building in enterprises; reinforce the training strength of Party work cadres; carry out and implement the responsibility of managing and controlling the Party practically; unify the work of enhancing the leadership of the Party and implementing corporate governance; plan the construction of the Party and the reform and development of enterprises as a whole; persevere in the 'four synchronizations' and 'four connections'; clearly define and understand the duty and authority of Party organizations in the corporate governance structure; promote the general requirements of Party building work in the articles of incorporation; constantly perfect the leadership structure and working mechanisms of Party building; make efforts at the basic foundation level; constantly clarify and innovate in grassroots Party building; and practically settle the weaknesses of Party building at the most fundamental level. As to the central work, in order to service the overall business development situation, give full play to the important role of Party organizations in promoting the management and development of enterprises, advancing the deepening reform of enterprises, maintaining the harmony and stability of enterprises, and practically achieving the work of 'grasping with two hands and two promotions'.

Guo Wenqing pointed that Zhang Yi's important speech had clearly laid out for central enterprises the aims, requirements and specific measures of strictly grasping the work of Party building with a strong ideological level, rich contents, profound connotations, and a strong sense of relevance and direction. The Party organizations at all levels of the MCC Group should study the spirit of this speech seriously and understand it deeply in order to implement it practically and completely. Specifically, the following work should be thoroughly carried out:

First, we should learn, combine with and carry out the spirit of the Fifth Plenary Session of the Communist Party's 18th Central Committee, the spirit of General Secretary Xi Jinping's series of important speeches, and the special teaching of 'Three Stricts and Three Honests'. Combine this with the practical situation of the MCC Group and the typical exchange of experience, and use multiple methods to grasp the task of conveying, learning and implementing this work.

Second, we should perfect the various rules and regulations to make the Party organizations of enterprises come fully into play and meet the requirements of effective systematization, institutionalization and materialization. The Secretary of the Party Committee should carry out the responsibility of strictly managing and controlling the Party. The work of the Party should not be relaxed, no matter how difficult or demanding the task at hand. The Party Committee must be the organizational force, and neither the Party and Government Joint Committee or the General Manager's Office Meeting can replace the Party Committee. The Secretary of the Party Committee should also be the first to attend Party lectures.

Third, we should seriously learn the new requirements, new concepts and new measures put forward in Zhang Yi's speech, and promote the relevant work of the Group under the guidance of its spirit. The relevant departments of the Group should organize and research feasible methods and make efforts to implement the Party Committee's change of term this year. Prepare the policy research meeting and the job meeting of the Group to a high standard of excellence. Continue to fully conduct heart-to-heart talks and disciplinary talks with the secretaries of the Party Committee and the secretaries of the discipline inspection commission of sub-enterprises. Expertly carry out the work of post adjustment and personnel selection and recruitment by the headquarters; through such strict procedures as secure exams and practical reply procedures, select those candidates with a good mass basis and strong professional proficiency to ascend to leading positions.

The meeting was attended by the principal members of the MCC Party Committee's Standing Committee, Headquarters and General Office, and the MCC Group's Organization Department, HR Department, Party Work Department, Party Publicity Department and Ministry of Supervision.
