Horstman, a native of Peoria, started her career with Illinois American Water in 1991 as Laboratory Technician at Peoria's
Main Station Water Treatment Plant located on the Illinois River. Prior to joining the Illinois American Water team 22 years ago, she was as a Bacteriologist for the Daily Analytical Laboratory in Peoria.

Horstman has a bachelor's degree from Western Illinois University in Macomb and an associate's degree from Illinois Central College in Peoria. She is a certified Class A Drinking Water Operator in Illinois. She is also certified by the Illinois Department of Public Health for specialized testing of water samples. She has been a member of the American Water Works Association since 2004.
