We, Tamil Nadu Newsprint and Papers Limited (TNPL), would like to fix contractors for Production& supply of quality Clonal plants of pulpwood species (Casuarina & Eucalyptus) for two years from 01.03.2022 to 28.02.2024. The detailed scope of work and other term & conditions of the tender documents are given in the following annexures:

The tenderers are requested to go through the General Terms and Conditions and send one copy of the same duly signed in all pages, along with the Technical cum commercial bid as a token of acceptance.

The due date for submission of Technical cum commercial bid along with required EMD is27.01.2022before 3.00 PM. The price bid should also be sent as per format enclosed in a separate sealed tender cover.

Both the covers containing technical cum commercial bid and price bid are to be duly sealed and sent in one cover super scribing the tender number and due date to DGM (Purchase) at the above said address on or before 3.00 PM on 27.01.2022.

Initially the Technical cum Commercial Bid will be scrutinized and those who qualify in the Technical cum Commercial Bid satisfying all the qualifying norms of the tender conditions will only be considered for opening of price bid. The date of opening of price bids will be informed to the qualified parties separately.

Qualifying Criteria

Please note that the following are the qualifying factors of the Tender. Tenderers who do not comply with the following conditions with documentary proof (wherever required) will not be qualified in the Tender for Price bid opening.

1. The Tenderer either should have minimum 5 years of experience in Clonal propagation work in Indiain Eucalyptus / Casuarina as contractor or worked as a technical professional in Forest Corporation / Forest department. In case of existing / previous contractor to TNPL, they can indicate the work order particulars in the Technical cum Commercial Bid.
2. The Tenderer should have minimum qualification of degree in Forestry / Agriculture/Plant Sciencesor should deploy the persons having the above qualifications on behalf of him.
3. The Tenderer should have financial strength to manage the expenditure on consumable and labourfor production of 20.9 million Clonal plants.
4. Necessary proofs for the above 3 qualifying criteria(like previous work orders, qualification certificates, MOU / agreements entered with organisations, experience certificates, Income Tax Return / Statement of Accounts for the past 3 years) are to be enclosed along with Technical cum Commercial Bid.
5. Submission of Earnest Money Deposit Rs.5,00,000/-by Demand Draft.
6. Submission of Tender within the due date and time

Tender Fee:In case the tenderer has downloaded the tender document from TNPL website, a DD for Rs.590/- (including GST at 5%)is to be enclosed towards tender fee.

Earnest Money Deposit: An EMD of Rs.5,00,000/- (Rupees Five lakhs)shall be furnished by way of Demand Draft drawn in favour of TAMIL NADU NEWSPRINT AND PAPERS LIMITED payable at TRICHY. The EMD should be sent along with Technical cum Commercial Bid. TNPL will not entertain any request for adjusting the EMD from the tenderer's due/running bills or from the EMD/Security Deposit of any other tender participated by the tenderer.

NOTE:

1. The tenderer has to visit our site at Mondipatti, Trichy Distand Kattrambakkam, Viluppuram DistTamil Nadu to ascertain the location, infrastructure, CMA and labour availability with minimum wages to be paid and cost for carrying out the work before quoting the rate. Any financial loss to TNPL because of failure on the part of Contractor will be deducted from the running bills/EMD of the contractor.
2. The tenderers are advised to offer their best possible rate on per plant basis. The total overall value for all the 3-scopeof works put together will only be considered as lowest bidder. The negotiation will be held with technically and commercially acceptable lowest bidder. In case the lowest negotiated rate appears to be reasonable taking into account the prevailing market conditions, the order may be awarded to the lowest bidder. If the management feels that the negotiated rate is high, the tender will be cancelled.
3. The tender period is valid for two years, however, order will be initially released for 2022-23 only and based on the performance during first year and the order validity will be extended for 2023-24.
4. The contractor shall adhere to all the terms & conditions of this tender, which shall form part of the contract.
5. The tender form is not transferable.

TNPL reserves the right to reject any or all tenders at its own discretion without assigning any reason whatsoever and TNPL is not responsible for postal or any other delay in submission of bid on due date and in time.

ANNEXURE - I - SCOPE OF WORK, GENERAL TERMS AND CONDITIONS:

1. SCOPE OF WORK:

1. Production and supply of quality clonal plants (Eucalyptus and Casuarina) in 60 cell Root Trainers at TNPL Unit-I branch nursery, Mondipatti, Trichy District.
2. Production and supply of quality clonal plants (Eucalyptus and Casuarina) in 60 cell Root Trainers at Kattrambakkam village, Viluppuram Dt.

1. LOCATION:

The propagation work is to be carried out in TNPL Unit-I branch nurseries located at Mondipatti, Trichy District and at Kattrambakkam village, Viluppuram District.

1. TNPL SCOPE:
2. 1. Provide the required immovable infrastructures such as Mist Chambers (MC), Clonal Multiplication Area(CMA), open nursery and required drip and sprinkler irrigation system
   2. Provide Well established Clonal hedge orchards both in sand beds and open field Mother Plants for shoot production
   3. Provide movable infrastructures like Root Trainers and RT stands
   4. Provide other consumables like water, Electric power, pleurotus spawn cultures for decomposing coir pith and required Bio-fertilizer,Bio-pesticides & Bio-fungicide.
3. CONTRACTOR'S SCOPE:
4. 1. Establishment of new Clonal hedge gardens in sand beds and open field with hybrids & new clones if required in Unit-I branch nursery.
   2. Proper maintenance of all mother plants established both in sand beds and open field hedge orchards by carrying out timely weeding, soil working, fertilizer application, pest and disease control, irrigation and casualty replacement in Unit-I branch nursery.
   3. Maintenance of drip and fertigation system by cleaning the filters, distribution mains & sub- mains, laterals and drippers at regular intervals.
   4. Fertigation of mother plants as per the standard schedule including the cost of fertilizers, water- soluble fertilizers & chemicals enable to supply coppice shoots for producing about 20.9 million clonal plants.
   5. Harvesting of coppice shoots for propagation, preparation of apical shoots, shoots for planting with required tools.
   6. Supply of required quantity of coir pith and make windrows for decomposing the coir pith by using Pleurotus fungus, reduce the EC value. (Minimum of 1 month decomposition is mandatory)
   7. Providing the required inputs like , rooting media (partially decomposed or fresh coir-pith) rooting hormones, cleaning acids, bleaching powder, slow release fertilizer as per the requirement or as instructed by officer in charge. The list of standard fertilizers & chemicals is enclosed for reference to work out the cost.
   8. FOR SCOPE A TO SUPPLY EUCALYPTUS / CASUARINA CLONAL PLANTS FROM TNPL UNIT-I BRANCH NURSERY, MONDIPATTI, TRICHY DISTRICT
   9. • Filling the rooting media in 60 cell root trainers and arranging in the Mist Chambers
      • Planting of Casuarina & Eucalyptus shoots in 60 cell root trainers and maintenance of shoots in the Mist Chamber. The planting has to be done exactly in the centre of each cavity, for better rooting and survival.
      • Shifting of rooted plants from MC to open nursery for hardening.
      • Maintenance of rooted plants in open nursery till it gets hardened,
      • Grading of hardened plants.
      • The graded plants should be healthy uniform clonal plants with individual clone identity before supply with labelling in the open nursery; the inferior plants should be culled-out immediately.
      • Maintenance of graded healthy clonal plants in the open nursery without any weed growth, pest & disease infestation till its dispatch for planting
      • The invoice to be raised only for the graded, quality clonal plants supplied at nursery located at Mondipatti, Trichy district and payment may be made for the same on per plant basis.

1. • The plants required for dispatch will be informed priorly by the nursery in-charge, the required plants has to be checked for its quality by topping up the required coir pith in the root trainer plants and should be kept ready separately at dispatch nursery.
   • Loading of quality clonal plants in the trucks for dispatch after ensuring the quality of the plants by the respective Nursery officials.
2. FOR SCOPE B TO SUPPLY CASUARINA/EUCALYPTUS CLONAL PLANTS FROM KATTRAMBAKKAM, VILUPPURAM DISTRICT.
3. • Filling the rooting media in 60 cell root trainers and arranging in the Mist Chambers at Unit-I branch nursery, Mondipatti, Trichy.
   • Planting of Casuarina/Eucalyptus shoots in 60 cell root trainers and maintenance of shoots in the MC at Unit-I branch nursery, Mondipatti, Trichy.
   • Shifting of rooted plants in root trainers from MC to Open nursery at Unit-I branch nursery, Mondipatti, Trichy till it gets hardened.
   • Loading of rooted hardened plants in 60 cell root trainers in the trucks / mini trucks safely at TNPL in Unit-I branch nursery, Mondipatti, Trichy district to transport to the Branch Nursery at Kattrambakkam Village, Viluppuram Dt.
   • Transportation of rooted Casuarina/Eucalyptus plants from in Unit-I branch nursery, Mondipatti, Trichy, to the Branch Nursery at Kattrambakkam Village, Viluppuram Dt. by using the trucks / mini trucks fitted with racks for loading of 25,000 to 40,000 plants per trip in 60 cell root trainers safely.
   • Unloading of rooted hardened Casuarina/Eucalyptus clonal plants in 60 cell root trainers from trucks at Kattrambakkam Village, Viluppuram Dt and maintained properly by keeping the plants at open nursery till graded.
   • Grading of healthy uniform clonal plants with individual clone identity before supply with labelling in the open nursery, the inferior plants should be culled-out immediately.
   • Maintenance of graded healthy clonal plants in the open nursery without any weed growth, pest & disease infestation till its dispatch for planting.
   • The invoice to be raised only for the graded, quality clonal plants supplied at nursery located at Kattrambakkam Village, Viluppuram Dt and payment may be made for the same on per plant basis.
   • The plants required for dispatch will be informed prior by the nursery in-charge, the required plants has to be checked for its quality by topping up the required coir pith in the root trainer plants and should be kept ready separately at dispatch nursery.
   • Loading of quality clonal plants in the trucks for dispatch after ensuring the quality of the plants by the respective Nursery officials.
4. MAINTENANCE:
5. • Maintenance of minimum two-month stock of rooting media (coir pith), fertilizers, chemicals, hormones, slow release fertilizer, Vermi-compost,bio-fertilizer, Bio pesticides & Bio-fungicide and other required inputs for production as per schedule without any delay.
   • Maintenance of all infrastructures (poly film, Insect & shade net, Trolleys, Diesel power generator, irrigation system such as Electric Motors, Pumps, Sprayers, Pipeline, Water tanks, Drip, foggers & Sprinkler system, Fan and Cooling pad, Control Panels in Clonal Mini Garden, Mist Chamber, Hardening Chamber and in Open Nursery) by engaging one plumber and one electrician on regular basisthroughout the contract period.
   • Root trainers returned from field should be unloaded washed / cleaned properly and stacked in root trainer yard at nursery.
   • Root Trainer stands and root trainers are to be properly staked in the yard
   • Log book to be maintained to have control over the stock at nursery and monitor the movement of RT at any point of time.
   • Similarly Log book to be maintained for all other consumables to have control over the stock at any point of time. The log book is to be certified by the officer in charge every week.
   • The used water from the nursery should be collected and recycled wherever possible.
6. QUALITY OF THE PLANTS:

1. • Quality clonal plants should have minimum shoot length of 30 cm uniformly, with single stem, well-established root system, and free from pest & diseases.
   • The root ball must be compact with full 50cc capacity root mass intact and should not disintegrate while removing the plant from root trainers.
   • The weak plants / inferior plant if any should be destroyed immediately.
   • Removal of dried leaf and topping up coir pith in the root trainer plants kept in open nursery should be done periodically until the plants dispatched.
2. OTHER CONDITIONS
3. • The contractor have the entire responsibility to make available of required number of coppice shoots for production and supply of 20.9 million Clonal plants from the existing Clonal mini garden & open CMA.
   • If required either additional CMA to be established by the contractor or the contractor should collect shoots from field at his own cost as directed by officer in charge of nursery.
   • The contractor has the entire responsibility to make available of required number of clonal shoots at any point of time as per the supply schedule for 20.9 million clonal plants.
   • If the contractor fails to supply as per the schedule, the short fall quantity of clonal plants with above mentioned quality has to be arranged from other reliable sources at contractor's cost
   • The contractor should maintain all the carry forward stocks of clonal plants, which are produced during previous year. Weeding, watering, fertilizer, bio-pesticides, rooting media top- up, grading and loading for despatch is contractor's scope. Any dried / diseases / weak plants should be replaced at his own cost until despatch. The carry forward stock plants should be prioritized for despatch.
   • The contractor has to keep the entire nursery neat and tidy at any point of time including maintenance of mist chambers, Shade house, Open Nurseries, media filling room, compost yard, cutting preparation room, labour rest room, stores, and generator room, etc.
   • The contractor has to engage the labours as per the instruction of nursery in-charge for production of 20.9 million clones.
   • The estimated minimum labours per day during peak season for production of 20.9 million clone is as follows
