The Department of Labor (DOL) awards grants to organizations that provide job training, counseling, and placement services to help homeless veterans find meaningful employment. Those grants are awarded though a competitive process open to state, local, and tribal agencies, and nonprofit and commercial entities. In the 2020 program year, DOL awarded $53 million in grants to 127 organizations in 43 states, serving about 15,000 veterans.

S. 3094 would direct DOL to consider applications from organizations in all states and conduct outreach and education activities in states from which no organizations are awarded grants. The bill also would require DOL to include additional information in the biennial report to the Congress regarding the criteria used to consider grant applications, the total number of applications submitted, the number of applications denied, and for each state within which no grant was awarded during the preceding year, the reasons why no grants were awarded.

DOL already coordinates workforce development programs in each state and disseminates information on the grant application process. Using information on similar reports, CBO estimates that satisfying the reporting requirement would cost less than $500,000 over the 2022-2031 period.
