Media Release : Final Determination Of Anti-Dumping Investigation Concerning Imports Of 7 Wires Pre-Stressed Concrete Strand (7 Wires PC Strand) Originating In Or Exported From The People's Republic Of China

On 10 April 2013, the Government of Malaysia initiated an anti-dumping investigation based on a petition filed by Southern PC Steel Sdn. Bhd. on behalf of the domestic industry producing 7 wires pre-stressed concrete strand (7 wires PC Strand). The petitioner alleges that imports of 7 wires PC Strand originating in or exported from the People's Republic of China are being imported into Malaysia at a price much lower than the price in the domestic market of the alleged country. The petitioner claims that this is causing material injury to the domestic industry in Malaysia. 

The government has undertaken a thorough investigation on the manufacturers and importers in Malaysia and producers/exporters in the People's Republic of China who have cooperated in the investigation and the government has finalised the final determination of the investigation.

The scope of product under investigation covers stranded wire which consists of 7 wires stranded together and, specifically excluding Polyethylene Grease Coated PC Strand, Galvanised Steel Wire, Galvanised PC Strand, Indented PC Strand, PC Strand with Spiral Ribs, ropes and cables from the scope of the PUI. The redefined PUI is classified within the same Malaysian Harmonised System Code (H.S. Code) of 7312.10.000 and ASEAN Harmonised Tariff Nomenclature (AHTN) of 7312.10.9100.

The anti-dumping duties imposed on imports of 7 wires PC Strand from the People's Republic of China are as follows:

The Royal Malaysian Customs will enforce the collection of anti-dumping duties and this measure will be effective for five years from 5 January 2014.

With the imposition of anti-dumping duties on imports of 7 wires PC Strand from PRC, it is expected that the issue of unfair trade practices will be addressed.
