WON THE BID FOR PUBLIC LEGAL SERVICES

INTELLIGENT INTEGRATED PLATFORM FOR INNER MONGOLIA AUTONOMOUS REGION

This announcement is made on a voluntary basis by Sinosoft Technology Group Limited (the "Company", together with its subsidiaries, the "Group").

The board of directors (the "Board") of the Company is pleased to announce that the Group has won the bid for public legal services intelligent integrated platform for Inner Mongolia Autonomous Region Department of Justice ("Inner Mongolia Public Legal Platform"), and will develop a platform with features covering judicial administrative related services, monitoring, and big data analytics. The project is valued at approximately RMB 18.2 million.

Inner Mongolia Public Legal Platform will be developed according to the criteria set out in the "13th Five-Year Plan for the Informatization Development for the National Judicial Administration", "Establishment Guide for 12348 Legal Network of China (Public Legal Services Network of China)" and other related standards. This is the second phase development and is built upon the foundation of Inner Mongolia 12348 Public Legal Platform phase one project, which is also developed by the Group. The project will fully consolidate the Group's capabilities in big data analytics and data resources that was obtained in the phase one project, so as to extend the scope of big data analytics and mobile applications. It will also support minority language and achieve multi-languages and inter-languages services, to cover judicial administrative business in a comprehensive manner and fully utilize the value of big data resources center.

The Board believes that winning the bid for Inner Mongolia Public Legal Platform demonstrates the demand for upgrades in judicial administrative products. The Public Legal Services Network of China for Ministry of Justice developed by the Group has been defined as the basis for coordinating public legal services standards and technical specifications across the country in "Establishment Guide for 12348 Legal Network of China (Public Legal Services Network of China)". With the policy direction for judicial informatization development, more provinces and cities are expected to have the need for the establishment or upgrade of judicial administrative platforms. With thorough understanding in relevant standards and product implementation experiences from Ministry of Justice of the central government to provinces, municipals, and prefectural city, the Group has prominent advantages in judicial informatization area to seize market opportunities, so as to drive revenue growth.
