The WCO participated in a workshop on risk-based Compliance Management at the General Department of Vietnam Customs (GDVC) on 14 December, 2015. The workshop was supported by the Norwegian Agency for Development Cooperation (NORAD) under the project 'Customs Capacity Building for WCO Members 2012-2017.' The WCO NORAD project aims at delivering technical assistance to seven countries: Timor Leste, Liberia, Mozambique, Nicaragua, Rwanda, Tanzania and Vietnam.

The main objective of the workshop was to present a draft concept paper on the application of a risk-based Compliance Management programme by Vietnam Customs. Participants from the various policy areas in GDVC shared their views and opinions with the aim of preparing a final proposal for consideration by the Senior Management Team. The workshop was highly interactive and provided an excellent opportunity to discuss the future design and structure of the organization to support the delivery of the Strategic Plan for 2016-20. The GDVC will prepare and present the final concept paper as part of the 'Next Steps' under the continued support and guidance of the WCO NORAD project.

The WCO also worked with the International Affairs Directorate to design and deliver a training event on Negotiation Skills. The training was aimed at officers required to negotiate with external stakeholders on a wide variety of matters including regional trade agreements.
