During his tenure of service in the Ministry of Finance (1996-2000), he was a director of, amongst others, Yayasan Tun Razak, Perbadanan Kemajuan Negeri Selangor and Lembaga Pembangunan Labuan. When he was the Deputy Secretary General (Operations) of the Ministry of Science, Technology & Environment from 2000 to 2003, Dato' Haji Johar was also an Alternate Director of, amongst others, Lembaga Pengarah Technology Park Malaysia, MIMOS Berhad and SIRIM Berhad. He was also the Chairman of Audit Committee of MIMOS Berhad and a member of the Board of Tender for MIMOS Berhad and SIRIM Berhad.
