Ministry of Energy of Republic of Kazakhstan : Press release on the activities of the special economic zone “National Industrial Petrochemical Technopark”

As it is known, the special economic zone 'National Industrial Petrochemical Technology Park' (hereinafter - the SEZ 'NIPTP') in Atyrau region was established by the Decree of the President of the Republic of Kazakhstan dated December 19, 2007 no.495.

Given the high capital investment of the implemented projects, within the framework of SEZ 'NIPTP' are granted tax incentives on corporate income and land taxes, property tax and value added, incentives from customs duties on imported technology, equipment, devices and materials.

As follows from the international experience, the infrastructure of chemical parks allows companies to save up to 20% of capital and up to 15% of operating costs.

To ensure the investment attractiveness of SEZ 'NIPTP', it is planned to continue the creation of industrial infrastructure, as well as to build plant-wide infrastructure facilities.

Within the framework of the State program of infrastructure development 'Nurly Zhol', 93 billion tenge were allocated to 'National Welfare Fund 'Samruk-Kazyna' JSC for the development of industrial infrastructure of SEZ 'NIPTP', of which:

- 74.7 billion tenge for the construction of the gas turbine power plant of 310 MW;

- 18.3 billion tenge for the construction of the industrial gas unit.

The operator of the above projects is 'KarabatanUtilitySolutions' LLP (the subsidiary of 'United Chemical Company' LLP, which, in turn, is the subsidiary of 'National Welfare Fund 'Samruk-Kazyna' JSC).

The territory of SEZ is 3 475.9 ha, which consists of 3 sections: Karabatan, Tengiz, Atyrau.

On the section Karabatan will be placed the main production of basic petrochemical products (polyethylene, polypropylene, butadiene).

On the section Tengiz will operate the gas separation unit.

On the Section 'Technopark' of the SEZ 'NIPTP' in the city of Atyrau will be the construction of an industrial park for small and medium-sized enterprises for the production of the final product (plastic and rubber goods, etc.).

As of December 1, 2015, on SEZ 'NIPTP' are registered 14 members, 4 participants of which ('KPI Inc' LLP, 'KLPE' LLP, 'Polymer Production' LLP, 'Karabatan Utility Solutions' LLP) are actively developing their activities.

Total investment since the beginning of operation of SEZ 'NIPTP' has amounted to 141 billion tenge. In 2015 have been disbursed 30.8 billion tenge (as of December 1, 2015).

631 workplaces have been created on SEZ, in the phase of construction - 250, during the implementation phase of projects - 381.

The implementation of projects for the production of polypropylene and polyethylene is still underway.

In the current year, 'Polymer Production' LLP on the territory of SEZ 'NIPTP' has completed the implementation of the investment project 'Production of polymer products'.

The commissioning of this production enabled to start the production of innovative polymer products - biaxially oriented polypropylene film, which is highly demanded in the packaging market.

Very different products can be packed by it: confectionery, bakery, groceries, perfumery, stationery, printed products, labels, CD-ROMs and others.
