On December 28, 2016, the Ministry of Economy, Trade and Industry (METI) accepted Notifications of Last Resort Service Provisions* from three general gas utilities, pursuant to the provisions of Article 19 (1) of the Supplementary Provisions of the Act for Partial Revision of the Electricity Business Act and Other Related Acts (hereinafter referred to as the 'revised Act'; Act No. 47 of 2015).

Outline of the notifications

On December 28, 2016, three general gas utilities submitted Notifications of Last Resort Service Provisions to the METI Minister, pursuant to the provisions of Article 19 (1) of the Supplementary Provisions of the revised Act.

The provisions notified by these utilities stipulate conditions and methods by which general gas pipeline service providers (pipeline service divisions of current general gas utilities) will conduct last resort services after the full liberalization of entry into the gas retail market in April 2017.

*Note: Under the last resort service, general gas utilities, acting as a safety net, must secure sufficient gas supplies for consumers to avoid a situation where consumers cannot receive gas from such utilities.
