Set out in the Country Strategy Paper for Vanuatu (2008-13) and a multi-annual indicative programme, the main priority of the €23.2 million budget under the 10European Development Fund (2008-13) is to boost economic growth and to create jobs through human resources development - especially vocational training.

This will help the government implement its prioritised action agenda - a strategy for reaching the Millennium Development Goals (MDGs)(link is external).

Approximately 40% of the programmable funds are earmarked for general budget support. Special attention will be given to a sector approach in the field of education. Additional EU assistance to Vanuatu will support initiatives run by non-state actors (NSA) and capacity building activities.

All EU programmes in Vanuatu take cross-cutting issues into account: good governance, gender equality, environmental sustainability and prevention of HIV/AIDS.
